UEFA is due to whittle the five bidders - Greece, Italy, Turkey and Croatia-Hungary are the others - down to a shortlist of three next Tuesday.
"If we fail it will be no reason to pull our hair out. We will try again in 2016 and we need to remember this was only our first attempt," said chief Michal Listkiewicz.
The head of Ukraine's football federation said he was aware of the UEFA report but had no intention of giving up and remained committed to the joint bid with a pledge to make good on shortcomings.
"Believe me, I will exert every ounce of strength, experience, authority and professionalism so that we get into the final three contenders at the UEFA meeting," said Hryhory Surkis, president of the Ukrainian federation.
"That will give us a whole year to eliminate any inadequacies and to fight harder to eventually win this competition. Yes, there are specific shortcomings. But who among those competing has no shortcomings?"
In its report on the first stage of bidding, UEFA said both Poland and Ukraine were unlikely to meet its requirements for hotel accommodation and training facilities.
It also listed shortcomings in the planned stadiums as well the large travelling distances likely to be involved for fans on the minimal highway networks.
"Even UEFA chief Lennart Johansson has had the chance to personally evaluate the state of our roads," said Listkiewicz.
"He took a car from Warsaw to Kutno (in Lithuania) and became badly ill. Just as we won't change the fact that Gdansk to Donetsk (in Ukraine) is 1,900km (1,190 miles), so we are not hiding that Poland has no motorways."

Poland makes it to the final stage!

Polska, Ukraina, Węgry i Chorwacja nie organizowały jeszcze żadnej wielkiej imprezy piłkarskiej. Włochy gościły najlepsze drużyny Starego Kontynentu w 1968 i 1980 roku, a w 1990 zorganizowały mistrzostwa świata.
Jeszcze w listopadzie UEFA (Europejska Unia Piłkarska) roześle do krajów-kandydatów, które pozostały w rywalizacji wymagania ofertowe dotyczące finałowego etapu selekcji oraz informacje o procedurze wyboru gospodarza Euro 2012. W grudniu odbędą się warsztaty informacyjne dla przedstawicieli krajów-kandydatów.
W lutym 2006 przedstawiciele UEFA przeprowadzą wstępną wizytację w krajach kandydujących do organizacji mistrzostw, a 23 marca podczas kongresu UEFA odbędzie się prezentacja ofert przez poszczególnych kandydatów.
31 maja UEFA zapozna kandydatów ze szczegółowymi wymogami, jakim musi podołać organizator EURO-2012, a we wrześniu przedstawiciele europejskiej centrali odbędę oficjalne i zarazem ostatnie wizytacje krajów kandydujących, zapoznając się m.in. ze stanem stadionów, infrastruktury itp.
7 grudnia kandydaci dokonają ostatecznej prezentacji przed specjalną komisją UEFA. Dzień później członkowie Komitetu Wykonawczego dokonają wyboru gospodarza turnieju finałowego mistrzostw Europy w 2012 roku.

2 out of my 3 choices are there, not too bad. Maybe there is hope after all? I mean surely we can beat Croatia-Hungary, and Italy has hosted many events before...and it would definitely guarantee Poland would undergo some serious changes for the better if we won olska:

Quote: VALLETTA, Nov 8 (Reuters) - UEFA have shortlisted Italy and joint bids from Croatia/Hungary and Poland/Ukraine to host the the European Championship in 2012, after rejecting proposals from Greece and Turkey on Tuesday.
Italy topped the ballot with 11 votes, followed by Croatia/Hungary (9), Poland/Ukraine (7), Turkey (6) and Greece (2). The shortlist for a second phase of bidding was announced after a two-day UEFA executive committee meeting.
"The first ballot was sufficient to determine the shortlist as the top three bids received an absolute majority of the votes," UEFA chief executive Lars-Christer Olsson told a news conference.
The second phase will involve submitting more detailed dossiers by May 31, 2006, followed by site visits to shortlisted countries in September.
A final decision on the hosts of the 16-nation tournament will be taken in December 2006.
Greece's rejection came as a surprise after their team's unexpected triumph in last year's European Championship in Portugal and their successful staging of the 2004 Olympic Games.
"Although the bids from Greece and Turkey were not selected, both were given warm praise by the UEFA executive committee for the content and professionalism of their submissions," UEFA said in a statement.
EASTERN PROMISE
Austria and Switzerland will jointly host the European Championship in 2008 while Belgium and the Netherlands hosted the 2000 tournament.
UEFA's initial support for the two joint bids showed a willingness to give eastern European countries a chance to host a major tournament, Olsson said.
"They are now catching up with the western part, so we want to give them the possibility to host this kind of big tournament," said Olsson.
He denied Italy was the most likely destination for the tournament and warned Italian officials they would have to address the hooligan problem in their country.
"I don't think Italy are favourites to win the 2012 bid," he said. "They are in pole position but as we know from Formula One, having an early advantage does not guarantee victory in the actual race.
"This is now an open competition. We and the three bidders have a huge job ahead of us. It's a totally open race.
"Italy lack strategies and ideas how to address the security problem," he said. "Italian clubs are so successful but Italian football is not properly organised.
"We believe there should be more co-operation between clubs, association and the authorities to implement new legislation on safety in stadia. The security situation in Italy is not satisfactory."
Italy is the only country to have organised a version of the finals in the past, hosting a four-team tournament in 1968 and an eight-team event in 1980.
The World Cup was last held in Italy in 1990.
