I didn't know FIFA even did this. Where do they get the money from? Sponsors would be my guess.

They got the money from not being so greedy with their fat paychecks for sure. I think it would've made more sense if they we're compensated for something like injuries and not jsut being there.

Well it's more of an incentive to encourage clubs to let their players go and play. I wouldn't be surprised if it has to do with the fact it's Africa too. That place is a bit more of a risk to go than others.
